Siedlungsbewegung in Israel - Palästinensisches Land - Charlotte Silver - 12.Mai 2016 - Im letzten November kam  Mohamad Abu Ta’ad  zu seinem Landbesitz in Sheikh Jarrah im besetzten Ostjerusalem, nur um festzustellen, dass es vom Unternehmer eingezäunt wurde.

Auf dem drei-Dunum großen Landstück hatte  der Bau  eines vierstöckigen, 70 Büro-Gebäude begonnen,  das  neue Hauptquartier für  die private  Siedlergruppe Amana


Der Besitz war  einmal Teil eines expansiven 4000 Dunum  ( !000 acres) Land, das Israel 1968 enteignet hat, ein Jahr, nachdem sein Militär Ost-Jerusalem  eroberte. Auf  diesem Land baute der Staat die French Hill- und Ramat Echkol-Siedlungen.


Ein großer Teil diese Landes war ein großer Teil im Besitz der Abu Ta’ah-Familie. Bis jetzt hielten sie einen letzten  Streifen Land als Besitz  zurück. Er lag zwischen einem palästinensischen Krankenhaus und einer Hauptdurchgangsstraße. Er war einem Autohändler vermietet. Der Rest war ein großer Parkplatz.


Doch jetzt  gehört  er Amana, dem Entwicklungszweig  von Gush Emunin-Siedlungsbewegung, die ein integraler Teil des israelischen Siedlungsbaus  in vielen Teilen  der besetzten Westbank ist.


Amana besitzt auch Al-Watan, eine Gesellschaft  in der Westbank, die palästinensisches Land für jüdische  Siedlungen kauft und die involviert  war, in Fälschungen  palästinensischer Unterschriften bei zweifelhaften Landverkäufen.


Eine neue Untersuchung durch die Siedlungs – Überwachungs gruppe  Peace now  enthüllt wie mehrere israelische Ministerien, angeführt von der Landverwaltung (ILA) , in außerordentlichem Umfang das letzte Stück Land von Abu Ta’ah stahlen, um es Amana  zu geben.


Die Untersuchung ergab,  dass jeder Schritt zeigt, wie  ILA half, jede, bürokratische   Hürde zu nehmen, damit das Land in ihren Besitz kam. >>>

Die UNRWA schildert in einem Video das Drama der palästinensischen Kinder auf ihrem Schulweg - Es ist ein tägliches Drama, auf das aber niemand sieht. Jeden Tag müssen tausende Kinder der palästinensischen Stadt Hebron eine militärische Kontrolle nach der anderen passieren, um in ihre Schule zu gelangen.

Israel besetzt die Stadt seit 1967 und die Überwachung ist vor allem in der Altstadt intensiv, einer Zone, die (Kultur)Erbe ist und in wiederholten Offensiven zerstört wurde.

Jetzt hat die UNRWA, die UN-Organisation für die palästinensischen Flüchtlinge, ein Video verbreitet, das den Weg schildert, den der kleine Waed Abu Rahab jeden Morgen mit seinem Rucksack auf dem Rücken machen muss.

Waed erzählt, dass seine Schule 10 Minuten von seinem Haus entfernt liegt, dass er aber wegen der Wachen mehr als eine halbe Stunde braucht. Wenn nicht die Soldaten sie anhalten, dann die Siedler, klagt er. Man schätzt, dass in seinem Viertel etwa 850 jüdische Siedler leben, die die Zone auch als ihr Zuhause betrachten und von 650 dort stationierten Kampfsoldaten geschützt werden.

Der Junge erzählt, dass die Schüler, Kinder, Verhören und Registrierungen unterzogen werden, erst wenn sie endlich in der Schule ankommen, fühlen sie sich 'sicher'. Dort, erzählt er, haben sie einen Psychologen, mit dem sie sprechen können. "Es ist so, als käme man aus einem Krieg heraus", klagt er.

Trotz allem hat Waed den Wunsch, seine Klassen abzuschliessen und später auf dem Bau zu arbeiten, ein Traum in der größten Stadt im Westjordanland, wo es aber nur wenige Möglichkeiten gibt, zum großen Teil, weil sie umgeben ist von Siedlungen und außer über elende Strassen von ihren palästinensischen Nachbarn isoliert ist.   Quelle   Übersetzung: K.  In der Zone C des Wetjordanlandes gibt es wegen der (Häuser)Zerstörungen eine Krise. Wir brauchen Eure Hilfe. In dieser Woche laufen wir durch die Flure des Kongresses wegen dem Dorf Al-Aqaba und wegen aller palästinensischen Dörfer in der Zone C. Dr. Ahmad El-Atrash, leitender Planer für das UN-Habitat in Ramallah, ist mit uns hier, um zu schildern, wie das palästinensische Ministerium für lokale Verwaltungen (governments) und palästinensische Gemeinden  mit dem Habitat arbeiten, um ihre Planungs- und Baurechte zu erreichen – etwas, wovon der Kongress vielleicht zum ersten Mal etwas hört.

Der Bürgermeister von Al-Aqaba, Hadsch Sami Sadeq Sbaih, sorgt sich zutiefst um den Frieden – und es ist wunderbar zu sehen, wie das Dorf Al-Aqaba blüht. Hier ist eine kurzer Film über Al-Aqaba, der erst letzte Woche von Maurice Jacobsen gedreht wurde. Im Lauf der Jahre haben auf die Bitte von Wählern wie mir viele Kongress-mitglieder privat bei der israelischen Botschaft angerufen und erfolgreich die Zerstörung des Dorfes Al-Aqaba verhindert.


Ich schreibe Euch jetzt mit der dringenden Bitte heute wieder Eure Anrufe (Aufrufe) zu tätigen, um das Wassersystem von Al-Aqaba zu retten. Anfangs dieses Monats erließ die israelische Zivilverwaltung 'Stop Work'-Order gegen das neue Hauptwassernetz und fünf Häuser, die zur Zeit im Bau sind, und hat für ihre Anhörung den 30. Mai festgelegt.


Die israelische Armee hat den Dorfbewohnern von Al-Aqaba untersagt ihre eigenen Brunnen zu graben oder ihr Wassernetz anzuschliessen. Bürgermeister Hadsch Sami fragt mit Recht, 'Warum? Warum sieht die israelische Armee eine Gefahr darin, dass (wir) in Al-Aqaba Wasser haben?'

28 palästinensische Frauen verhaftet - Palästinensisches Zentrum für Gefangene, Mai 2016 - Das Alter der verhafteten Frauen liegt zwischen 19 und 39, sagte der Direktor von PPCS, Riyad al-Ashqar und bemerkte, dass die meisten nach Tagen des Verhörs und schlechter Behandlung entlassen wurden .
Er erklärte auch, dass acht Frauen in illegaler administrativer Haft in israelischen Gefängnissen fest gehalten werden.

Eine der prominenten Frauen ist Samah Dweik, 25, aus dem besetzten Ost-Jerusalem. Sie ist eine Journalistin der The Jerusalem Network. Sie wurde am 10. April aus ihrer Wohnung gekidnappt , nachdem sie Fotos eines Palästinensers, der vor kurzem von israelischen Soldaten getötet wurde, veröffentlichte.
Eine andere …ist Majd Atvan. Sie wurde von einem israelischen Gericht in diesem Monat zu 45 Tagen Gefängnis und einer Geldstrafe von 3000.-Schekel ( $794) wegen Beschuldigung von Hetze in ihrem Facebook verurteilt.

Während der letzten Monate hat Israel viele Palästinenser wegen ihrer Aktivitäten in den Sozialen Medien verhaftet, angeblich wegen einer Welle von Unruhe, die über das besetzte palästinensische Gebiet seit letztem Oktober 2015 hinwegfegte und weithin zu „Aufwiegelung“ ermutigte.  (dt. Ethnische Säuberung ist  tägliche Realität - Yara Hawari 16.5.16 - Tausende marschierten letzte Woche, um an die Nakba, die 1948 ethnische Säuberung von Palästina zu erinnern . - Gehalten wurde sie in der südlichen Negev-Region das erste Mal nach 19 Jahren, der 2016-Marsch wurde der größte für Palästinenser innerhalb des heutigen Israel.  Ihr wurde zugejubelt als das größte solcher Ereignisse.

Hoffnung - Muhammad Kayal, einer der Gründer der Association  for the Defense of the Rights of the Internally Vertrieben, sagte, das die Teilnehmer in diesem Jahr „Schüler sind Studenten und sogar jüngere Kinder aus sehr verschiedene Schichten der Bevölkerung. Er bemerkte, dass viele sich als  dritte  Generation nach der Nakba sehen. Jede Erwartung, die  das israelische  Establishment  von den jungen Leuten über die Nakba gehabt haben, dass sie  die Nakba  vergessen, hat sie verwirrt.

„Diese  dritte und vierte Generation halten an dem Recht der Rückkehr fest , ja sogar mehr als die erste und zweite Generation,“  sagte Kayal. Sie haben Hoffnung.“


Den Marsch in der Negev zu halten, war auch ein Versuch ,  Israels Anstrengungen  von „Teile und herrsche“ die Palästinenser.


Ilan Pappe - Der wohl bekannte Historiker, der sehr aktiv mit der Association for the Defense of the Rights  der intern Vertriebenen“ arbeitete, sagte. „Der Negev war nicht immer mit dem Kampf der Palästinenser in Israel  verbunden, auf Grund des Versuches des Staates, eine einzige Position zur Beduinen -Gemeinschaft zu haben.

Why B’Tselem’s latest report is ground breaking - Asa Winstanley - The reality, the report concludes is that the human rights group's "cooperation with the military investigation and enforcement systems has not achieved justice, instead lending legitimacy to the occupation regime and aiding to whitewash it."

B’Tselem is probably the most influential Israeli human rights group there is. The group was founded during the first Palestinian intifada, and thus has been working on compiling evidence of violations of Palestinian human rights in the occupied West Bank and Gaza Strip for more the 25 years.

While I have had disagreements with their approach at times, there is no doubt they have done some really invaluable work over the years.

A turning point in the group’s history came this week, as it published a new report titled “The Occupation’s Figleaf”. In it, B’Tselem announced that it would no longer refer complaints of abuses to Israel’s military law enforcement system in the West Bank.

In my opinion, this is an admirable and important step. The military courts that rule over millions of Palestinians’ lives is entirely illegitimate. The system set up to fail Palestinians and protect Israeli soldiers and settlers. All the while providing a pretence that there are “investigations” going for the purposes of global public relations.

Whenever Israeli spin doctors are asked about their soldiers’ abuses and war crimes directed at Palestinian civilians, the mantra is almost always the same: “We have launched an investigation.” But these investigations will almost inevitably be quietly dropped years later, often out of the glare of media attention.

The B’Tselem report explains the group’s reasons for this seminal decision: “There is no longer any point in pursuing justice and defending human rights by working with a system whose real function is measured by its ability to continue to successfully cover up unlawful acts and protect perpetrators.” >>>

We will no longer be fig leaf for occupation, says B’Tselem - Charlotte Silver - 26 May 2016 - For as long as Israeli human rights group B’Tselem has documented human rights violations by Israel in the occupied West Bank and Gaza Strip, it has also referred complaints to the Israeli military’s internal investigative unit.

But this week, the nearly three-decade old human rights organization announced it will end its cooperation with Israel’s military law enforcement system.

“As of today,” executive director Hagai El-Ad wrote in an emailed statement on 25 May, “we will no longer refer complaints to this system, and we will call on the Palestinian public not to do so either.”

“We will no longer aid a system that whitewashes investigations and serves as a fig leaf for the occupation.”

B’Tselem’s cooperation with the military’s investigations was not confined to filing complaints with the office of the Military Advocate General. The organization also assisted investigators to speak to Palestinians and Palestinian victims and obtain documents and medical records.

The decision to cease such work was announced alongside the publication of “The Occupation’s Fig Leaf: Israel’s Military Law Enforcement System as a Whitewash Mechanism.”

The report examines the paucity of the army’s investigative efforts, that by design only probe the conduct of low-ranking soldiers. Orders are never placed under investigation, B’Tselem explains, only alleged breaches of orders. >>>

Eine Siedlung als Zerreißprobe - Das Aus für die jüdische Siedlung Amona ist beschlossene Sache. Eigentlich. Nach dem Rechtsruck in der israelischen Regierung hoffen die Einwohner, dass sie trotzdem in ihren illegal errichteten Häusern bleiben dürfen.

Amona. Das Schicksal von 50 Häusern auf einem kargen Hügel könnte zum Symbol für eine Wende in der israelischen Politik werden. Bis Ende des Jahres muss die jüdische Siedlung Amona im Westjordanland geräumt werden - nach einem Urteil des Obersten Gerichtshofs wurde sie illegal auf Land der Palästinenser errichtet. Seit die ultrarechte Partei Israel Beitenu Teil der Regierung ist, schöpfen die Siedler aber neue Hoffnung.

Dass Ministerpräsident Benjamin Netanjahu in Amona auf Widerstand stoßen würde, war ohnehin klar. Denn die Einwohner des jüdischen Außenpostens im Westjordanland gelten als absolute Hardliner. Schon vor zehn Jahren kam es hier bei einer geplanten Räumung zu Ausschreitungen. Nun könnte es auch auf politischer Ebene schwierig  >>>

Improving the lives of Palestine refugees and promoting dignity in Jordan through the new e-card programme - Dozens of Palestine refugees are gathered in the yard of Husn distribution centre, holding their ration cards and canvas bags while waiting to receive their food rations – a routine start for a food distribution day. On a quarterly basis, Palestine refugees registered under the UNRWA Social Safety Net Programme (SSNP) receive basic food commodities and cash subsidies. In 2015, some 58,729 Palestine refugees in Jordan benefited from the SSNP, which focuses on the ‘abject poor’ – those who cannot meet their basic food needs.

However, the introduction of a new e-card programme, effective 1 April 2016, will drastically improve the way that beneficiaries receive this support. Through the new programme, UNRWA aims to provide a more dignified and empowering experience for Palestine refugees by giving abject-poor beneficiaries the flexibility to choose food items based on their unique needs.

The new programme replaces the previous modality for providing in-kind food and cash assistance to families eligible for SSNP assistance with electronic payment cards (‘e-cards’) that can be used at designated grocery stores. The >>>

Gaza situation report 145  - 17 May - 24 May 2016 - On 23 May the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) welcomed the decision to resume the private import of cement into Gaza. The suspension of private cement imports through the Gaza Reconstruction Mechanism (GRM) lasted for nearly 45 days. The GRM is an essential tool for UNRWA’s self-help shelter repair and reconstruction programme which facilitates dual-use goods, like cement, for these repair and reconstruction works through private sector imports. Following the suspension, vendors asked UNRWA beneficiaries to pay NIS 1,800 per ton of cement, a more than three-fold increase of the price of 560 NIS per ton of cement prior to the suspension. This effectively prevented families from purchasing materials and forces the stoppage of their works; notwithstanding a three weeks’ worth of buffer stocks available in Gaza at the time of suspension according to the United Nations Office of Project Services (UNOPS). The suspension stalled the overall pace of reconstruction in Gaza for projects that are using the GRM. It is anticipated that the situation will require  >>>

“As a woman, I am proud of serving other women”: Khitam Ibrahim a midwife in an UNRWA Health Centre - Khitam Ibrahim, a 46-year-old Palestine refugee, has worked for the past 13 years as a midwife in an UNRWA Health Centre (Al-Saftawi) in northern Gaza. Khitam supports her husband and five children. “I love my work and I am proud of it because I feel I am a productive person serving my community,” Khitam said. “As a woman I have the ability to understand other women’s needs, and in my work I have the chance to help these other women to address and meet their needs,” Khitam commented.

Khitam is one of about 100 midwives working in the 21 UNRWA Health Centres across the Gaza Strip. Midwives work with women and their families throughout the cycle of maternal health care, from preconception care (PCC), antenatal care (ANC), postnatal care (PNC) to family planning. “To be a midwife is amazing, because you have the chance to affect others’ lives,” Khitam said. “If I could go back, I would choose to work as a midwife all over again.” >>>
